Distinctive characteristics of this form:
- opaque delivery envelope;
- boxes for heading and fees information are octagonal and are double lined;
- heading in the frame ends with a square full stop.
The Victorian design is almost identical to that used in New South Wales during the Interim period but with small differences -
especially the absence of any Stores number but also the inclusion of a square full stop after TELEGRAM.
