The remaining 12 formats for delivery forms issued by Victoria during the Colonial period have the following common characteristics:

In the Report for 1887 (p. 13) it was announced that "It is desirable to adopt a system of urgent telegrams, at double rates, both locally and intercolonially". No URGENT transmission or delivery forms were ever printed.
